New Licensing System Reduces Costs for Qatar’s Private Schools
Qatar’s Ministry of Education and Higher Education has reported notable improvements in cost efficiency following the implementation of the Advanced Licensing System for Private Schools and Kindergartens. The expenses associated with license renewals have decreased by nearly 80% compared to the previous system. This new licensing framework, developed in collaboration with the private sector, aims to simplify procedures and alleviate both financial and administrative burdens for investors and school proprietors within the private education sector. The ministry highlighted that the system addresses persistent challenges related to annual license renewals. The Minister of Education and Higher Education, Lolwa bint Rashid Al Khater, noted that the updated framework has effectively tackled the complexities that previously characterized the renewal process. By extending the renewal period and digitizing procedures, the system has significantly reduced the bureaucratic demands that private school operators faced annually. Under the revised regulations, private schools and kindergartens are now required to renew their licenses every three years, rather than on an annual basis. Furthermore, institutions that meet the ministry's quality standards can apply for an advanced educational license, which is valid for five years. This initiative not only promotes excellence but also supports long-term planning and stability within educational institutions. The licensing process is facilitated through the Private Education Establishments Licensing Platform, an electronic portal that integrates all licensing procedures into a single digital interface. This platform also provides automatic notifications to assist schools in avoiding delays and ensuring compliance with regulatory requirements. Dr. Rania Mohammed, who oversees the Private Schools and Kindergartens Department, explained that the system offers two types of licenses: a basic educational license for all private schools and kindergartens, valid for three years, and an advanced educational license for distinguished schools that meet specific ministry standards. The changes have been positively received by private school owners, who have noted a clear reduction in administrative complexity and an enhanced ability to plan strategically for the future.
